This PR fixes the Evergreen spec resync helper so it reliably includes “permanent” patch files when applying spec patches, ensuring automated sync runs pick up patches under spec-patch/permanent/.
Changes:
- Update patch discovery logic to glob
*.patchwithin thepermanentsubdirectory via a joinedPath, rather than using a slash-containing glob pattern.
