To facilitate testing security patches at any time (and not just immediately before a security release), access to the test Jenkins CI is now restricted to Node.js collaborators and select GitHub teams in the `nodejs` GitHub organization by default. It is no longer necessary for the Build WG to lock and unlock the CI for security releases with the new default matrix. Signed-off-by: Richard Lau <richard.lau@ibm.com>
