manual patch for Tamil translation

Translation for Tamil is not like the western languages, here we need to define new words in order to define many technical terms from Tamil to English.

For new weeks i am unable to translate them, so i plane to submit what i have done, how to add this in in tamil,

Is it possible to add it?
I have not completed it?

For the numpy.org website, translation goes through crowdin, as explained here: #55 (comment)

The links in that comment point to the official translation documentation, but in summary:

• Create an account at https://scientific-python.crowdin.com
• Flag your crowdin username here or in the #translation channel of the Scientific Python Discord server (https://discord.gg/vur45CbwMz)
• Start translating through Crowdin.

Tamil is already included as available for translations, and it's currently at around 2% completed. Let me know if you have other questions.
