Update starter tasks

I think we should update starter tasks.

I also think we should make it more visible, with a bit more structure so that newstaff can have an easier time contributing.

can you elaborate on what you mean by this? or any specific proposals

I have had people asking me about this. We can edit this in ocfweb or wait til mkdocs migration finish

the doc is a bit outdated. i was thinking after migration, we

update the doc.
bump it higher up. this is fine in mkdocs, but i think we can advertise it a bit more.
have it link to ocf github with a filter for "good first issue".

should be partially fixed with #89
