CLI demo milestone delivered: `ragctl ingest ` runs documents end-to-end through every Phase 1 stage without any infra. Next milestone on the demo ladder is 🥈 Curl-able RAG at Step 3.1.

- Flip Step 1.10 (Write path + ingest API) from ⏳ to ✅; capture the
  full deliverable (rag-ingest package, IngestPipeline orchestrator,
  IngestResult/IngestRunSummary domain types, FastAPI POST /v1/ingest/
  document, ragctl ingest wired for real, 38 tests, docs).
- Phase 1 progress: 15/16 → 16/16 done (Phase 1 complete).
- Total: 28/84 → 29/84 done.
- Current phase advances from Phase 1 to Phase 2 — Retrieval Engine.
- Next-action advances to Step 2.1 (Knowledge store read layer), the
