P2 Badge Include the sandbox hardening fix in the release notes

When sandbox users consult the 0.25.0 notes to decide whether to upgrade, they will not see commit 841dfdd / #5406, which prevents workspace startup files from running during internal workspace operations. Its non-conventional commit subject caused Release Please to omit this security-relevant behavior change from both configured changelog sections, so add an explicit Bug Fixes entry before publishing the release.

When the 0.25.0 notes are published, each affected change appears twice because Release Please parsed both the commit subject and a second conventional-looking line in the commit body. This pair duplicates the same FastAPI update and commit hash, with analogous duplicates for the other FastAPI, OpenAI, Twilio, and nested-handoff changes, making the permanent release history misleading; deduplicate these entries before publishing.

P1 Badge Regenerate the released API contract for 0.25.0

When the test suite runs against this release candidate, test_released_api_contract_fixture_matches_installed_version compares the installed version to tests/fixtures/released_api_contract.json; this bump makes the installed version 0.25.0, but the unchanged fixture still declares v0.24.0, so the release-contract check fails and the frozen public API remains attributed to the prior release. Regenerate and commit the contract fixture for 0.25.0 alongside the version bump.

P2 Badge Widen the bundled provider's SDK range

With the root package now at 0.25.0, the documented uv pip install ... . ./examples/sandbox/external_provider command cannot satisfy the example package's openai-agents[docker]>=0.24.0,<0.25.0 dependency, while installing only the example silently selects an older SDK instead of this release. The example's tests already exercise it against the candidate source, so update its dependency cap and matching documentation before shipping 0.25.0.
