I have successfully tested the scenario described in this PR.
Testing Steps Performed:
- Simulated a restricted network environment by blocking ec2.us-east-1.amazonaws.com.
- Attempted an interactive AWS installation (openshift-install create install-config).
- Verified that the installer hangs and fails to retrieve the region list as expected.
- Restored access to ec2.us-east-1.amazonaws.com and verified that the interactive region selection succeeds.
The documentation addition is accurate and necessary.
