Addressing 4.20 MicroShift content gaps - #119162

Create a Storage category map in maps/microshift/ and wire it into the navigation.adoc master map. Add eight job maps that home all previously unmapped Storage modules from the 4.20 gap analysis. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
Add a CLI tools category map and 18 job maps that give the remaining unmapped modules from the 4.20 gap analysis a home, wiring them into the whats-new, api, install, upgrade, configure, and cli category maps and the navigation.adoc master map.
