Add CI job for lightspeed operator deployment

Creates lightspeed-operator-deployment-crc job that:

• Deploys operator using ci-framework playbook
• Uses example LLM endpoint (no real credentials)
• Expected to fail on auth verification

Depends-On: openstack-k8s-operators/ci-framework#4108
