perf: evaluate tags without macros only once - #3691
Tags without macros are evaluated once when the rule is loaded, not on every tag comparison.
Tags with macros are still evaluated per transaction.
Two regression tests for SecRuleUpdateTargetByTag with a macro in the tag.
No public header or ABI change.
why
RuleWithActions::containsTag() built a new string for every tag on every call. It runs for each rule and each SecRuleUpdateTargetByTag exception, and for each variable and value as soon as a ctl:ruleRemoveTargetByTag is active. CRS 4 rule 941010 sets one for most requests.
This change increases performance of the benchmark test (with download-owasp-v4-rules.sh) by about 14%.
Tag-based rule exclusions and removal actions now correctly match tags containing transaction-variable macros. Exclusions apply when the evaluated tag matches and do not apply when it differs.
Tests
Added regression coverage for matching and non-matching transaction-variable values across tag-based target exclusions and rule or target removal actions.
containsTag() evaluated the tag's RunTimeString on every comparison,
building a new string each time. It is called for every rule and every
SecRuleUpdateTargetByTag exception, and for every variable and value
once a ctl:ruleRemoveTargetByTag is active. CRS 4 rule 941010 sets one
for most requests.
Tags without macros now keep their name from load time. Tags with
macros are still evaluated per transaction.
With CRS v4, this increases performance of the benchmark test by
about 14%.

Tag checks cache names without macros and evaluate macro-containing names for the transaction. RuleWithActions::containsTag uses the new check. Regression cases cover matching and non-matching macro-expanded tags in target updates, rule removals, and target removals.
Changes: Transaction-aware tag matching

Summary
Cache and check tag names src/actions/tag.h, src/actions/tag.cc
Tag caches the name when it contains no macro. Tag::hasName checks the cached name or evaluates the tag for the transaction.
Use transaction-aware checks in tag lookup src/rule_with_actions.cc, test/test-cases/regression/config-update-target-by-tag.json, test/test-cases/regression/action-ctl_rule_remove_by_tag.json, test/test-cases/regression/action-ctl_rule_remove_target_by_tag.json
RuleWithActions::containsTag uses Tag::hasName. Regression cases expect status 200 when the evaluated tag matches and 403 when it does not.
The new cases cover only SecRuleUpdateTargetByTag. Existing ctl:ruleRemoveTargetByTag cases use literal target tags such as CRS and CRS2. Add matching and nonmatching cases where a phase-1 rule sets tx.suffix, the ctl action selects test-a, and the later target rule uses test-%{tx.suffix}. Assert 200 for removal and 403 for non-removal. A regression in the transaction-state path can otherwise pass the current tests.

m_containsMacro is set only by RunTimeString::appendVar(), and the parser sends every %{...} through it. So for tags without macros, evaluate() at load time gives exactly what evaluate(t) gave per transaction. This is the same approach @rx already uses for static patterns.
m_staticName is const and set in the constructor (after m_string, so the init order is fine), and nothing mutates it at runtime. It is safe with rules shared across threads.
All containsTag() users go through hasName() now: SecRuleUpdateTargetByTag, SecRuleRemoveByTag, ctl:ruleRemoveByTag, and ctl:ruleRemoveTargetByTag in both getFinalVars() and evaluate(). Tags in the audit log and rule message still come from getName(t), so macro tags are logged expanded as before.
On the tests: they pass on master too, which is expected for a perf change. I checked that they guard the right thing. If I force the constructor to always cache the evaluated string, "(8/6) Tag with a macro, exclusion applies" fails.
One optional suggestion, along the lines of the bot's nit: a pair of ctl:ruleRemoveTargetByTag=test-a;ARGS:key and ctl:ruleRemoveByTag=test-a cases against a rule tagged test-%{tx.suffix}, with a matching and a non-matching suffix. They would cover the rules_set.cc and RuleWithOperator::evaluate() call sites, which (8/6) doesn't reach. I tried them locally: they pass with your change and fail under the same forced-cache mutation. Happy to merge without them, though.
I built this locally on macOS (PCRE2, together with #3692, which touches disjoint files). The tag, target and ctl regression files pass: config-update-target-by-tag/-by-id, action-ctl_rule_remove_by_tag, action-ctl_rule_remove_target_by_tag/by_id, issue-2296, issue-2099. The full make check passes as well (5128 total, 5110 pass, 18 skip, 0 fail). I didn't re-run the benchmark, but avoiding a string build per tag per call clearly helps once a ctl:ruleRemoveTargetByTag is active.
ctl:ruleRemoveTargetByTag and ctl:ruleRemoveByTag against a rule tagged
test-%{tx.suffix}, with a matching and a non-matching suffix. They cover
the tag checks in RuleWithOperator::evaluate() and rules_set.cc, which
the SecRuleUpdateTargetByTag cases do not reach.

Thanks for the careful review, @fzipi, and for trying the extra cases locally.
I added them (d42e176): ctl:ruleRemoveTargetByTag=test-a;ARGS:key and ctl:ruleRemoveByTag=test-a against a rule tagged test-%{tx.suffix}, each with a matching and a non-matching suffix.

Add a successive-transaction regression case for macro-tag evaluation.
Each added case loads its rules independently and executes one transaction. The cases cannot detect a macro tag that retains the first transaction’s expansion. Reuse one loaded rule set for two transactions, with suffixes a and b, and assert both removal outcomes.

Update the macro-tag regression coverage so one loaded rule set executes two
successive transactions, using suffixes a and b, and asserts the rule-removal
outcome for each; the current standalone test case exercises only one
transaction and cannot detect stale macro expansion.
