Closes #396

Motivation / Context

PRs #392 and #395 produced valid reports but their preview URL returned404 during the old25-second polling window. For #395, Last-Modified was only2seconds after the failed check. Both exact failed-job retries passed without source changes. This is propagation robustness, not an application correctness fix.

Changes

  • Keep the existing shared legacy verify-deployment action; default12checks at10-second intervals.
  • Bound all URL checks together to180seconds. Cap each curl transfer at10seconds or remaining budget, connection timeout5seconds. Validate attempts/delay as integers1–30.
  • Require successful curl exit and successful HTTP status; persistent404/500, transfer failure, malformed output or deadline expiry still fail.
  • Do not expose raw curl stderr or malformed response strings. No permissions, publishing, triggers or native asset-verifier changes.

Verification

-15 deterministic focused PHPUnit tests /123assertions PASS onPHP8.4.26: delayed success, persistent404/500, timeout despiteHTTP200, malformed output, input bounds, multiple URLs, shared budget and reduced last-transfer timeout.

  • Against original script:11 of the initial13tests fail (RED). Fixtures substitute curl and advance Bash SECONDS through fake sleep; no network/wait in tests.
  • Local installed PHPUnit reused with temporary Safe I/O adapters, matching proc_open string signature. Full dependency/style validation delegated to hosted CI; no dependency download or vendor changes.
  • Independent test-guardian/consumer-sync/quality review passed; requested shared-budget coverage added. bash -n,PHP lint,diff-check PASS. Full composer dev-tools/actionlint not available locally.

Documentation / Generated Output

Updated docs/usage/github-actions.rst with timing and failure contract. No generated output or consumer rollout.

Changelog

Added .changelog/pages-propagation-budget.md fixed/patch fragment.

Reviewer Notes

Separate from #395 diagnostic guards. Does not retry workflows or mask genuine deployment failures. No merge/release.

📝 Summary

Summary by CodeRabbit

  • Bug Fixes

    • GitHub Pages deployment checks now allow time for delayed updates to become available while still reporting failures for missing or broken deployments.
    • Checks use a shared 180-second limit, with connection and transfer timeouts to keep verification bounded.
    • Successful 2xx and 3xx responses pass; exhausted retries or time limits still fail verification.
    • Defaults are 12 attempts at 10-second intervals. Attempt and interval settings must be whole numbers from 1 to 30.
  • Documentation

    • Updated usage guidance to explain URL checks, retry behavior, time limits, and configuration ranges.

The Pages deployment verification action now validates retry inputs and checks configured URLs within a shared time budget. Tests cover propagation, success and failure cases, and documentation describes the limits and defaults.

Changes: Pages deployment verification

Layer / File(s) Summary
Configure and bound URL checks
.github/actions/github-pages/verify-deployment/action.yml, .github/actions/github-pages/verify-deployment/run.sh
The action defaults change to 12 attempts and 10-second delays. The script validates inputs, applies a shared 180-second budget and bounded curl timeouts, accepts 2xx/3xx responses, and reports failures without exposing curl output.
Test and document bounded checks
tests/GitHubActions/PagesDeploymentActionTest.php, docs/usage/github-actions.rst, .changelog/pages-propagation-budget.md
Tests cover propagation, success and failure responses, input bounds, configured paths, and shared-budget behavior. The documentation and changelog state the timing limits and failure behavior.

Explanation

The description includes all required template sections. It identifies issue #396, explains the motivation, lists the changes, documents verification results and limitations, records documentation and changelog updates, and includes reviewer notes.

Full details: Linked Issues check

Explanation

The PR meets the coding requirements in #396. The action uses 12 attempts with a 10-second delay, validates both values from 1 through 30, and applies one 180-second budget across configured URLs. Curl uses a 5-second connection timeout and a transfer timeout limited by the remaining budget. The action requires successful curl and HTTP results, preserves failure annotations and nonzero gate behavior, and suppresses raw curl and malformed-response details. The focused tests cover delayed success, persistent 404/500, transfer timeout, immediate success, multiple paths, validation, timeout options, shared budget, and reduced final timeout. Documentation records the timing and failure contract.

Full details: Out of Scope Changes check

Explanation

The changed files remain within #396. The action and tests implement and verify bounded Pages propagation checks. The documentation and changelog describe that behavior. No changes affect permissions, publishing, triggers, workflow retries, native asset verification, generated output, or consumer rollout.

A rabbit checks the pages as they grow,
With bounded waits to see the reports show.
If paths return success, the checks are done,
If failures persist, the gate says none.
Then off the rabbit hops beneath the moon.

P2 Badge Make the remaining-budget test independent of real time

When the fixture crosses a real clock tick, Bash still advances SECONDS even though the overridden sleep also increments it manually. The final transfer can therefore correctly receive --max-time 5 instead of 6, causing this assertion to fail intermittently on unchanged code. Repeated execution of the added test method reproduced 9 failures in 30 runs without artificial delays. Replace or freeze the clock as well as sleep, or assert against the actual remaining budget rather than requiring exactly six seconds.

Confirmed by hosted PHP 8.5 CI as well. Commit 6cdef07 (already pushed before this review completed) replaces the exact six-second assertion with a bounded 1–6 second assertion: it permits real elapsed time while still rejecting the full ten-second transfer timeout. The latest hosted PHP 8.3/8.4/8.5 and Reports runs are green. I also reran the corrected focused test 30 times locally: 30/30 passed. The production clock and strict shared deadline are unchanged. Leaving the thread open for confirmation on the latest HEAD.
