- Line 6: Update the changelog fragment to describe only the Config consumer
skill synchronization; remove the Container synchronization details from
`.changelog/config-consumer-skill.md`, leaving the separately recorded Container
change in its own fragment.

Synchronize published Fast Forward consumer skills from installed Composer dependencies through development-only
llm/skills. Keep the Changelog contributor skill on its existing GitHub source, preserve other agent assets and retain the workflow/publication settings. All 12 skills PRs in the audited batch have merged. Published distribution archives and Packagist metadata were checked before extending the Composer trust list. Trust these 13 installed donors with
trusted-replace: true:Runtime requirements enforce the direct library floors. HTTP Client, HTTP Factory and HTTP Message remain transitive; Composer conflicts reject older versions that lack skills. The template has an explicit development requirement. Enum moves from the 0.1 line to 0.2; the release comparison contains no runtime source changes. Composer Installers 0.4.0 is published but is not a framework dependency, so it is not trusted. The framework is not its own dependency. DevTools 1.26.0 retains its existing maintenance assets and is not added as a portable consumer-skill donor.
Reconcile the branch with current main, preserving the merged dependency/Dependabot changes. Update contributor/dependency documentation and add a minor changelog fragment for PR #15. No lockfile or generated skill copies are committed.
Validation:
composer --no-plugins dev-toolspasses with the reviewed local formatter configuration and phpDocumentor executable restored; line coverage is 100%. Metrics emitted JUnit XML warnings and documentation emitted missing directive-template messages without failing their commands. No merge, tag, release or global host skill installation is performed. Current GitHub checks are available on this PR.
