Translation of php/doc-en#5969, #5967, #5962, #5960 and #5949: IS_INSTANCEOF description, promoted properties note in ReflectionProperty::getDefaultValue(), null values note in WeakMap::offsetExists(), error handlers note in error_reporting(), and the Anonymous functions cart example. EN-Revision updated.
Fixed a few inconsistencies in language/functions.xml (sales tax rate in the cart example, double quotes for the \n strings) and removed a stale comment in error-reporting.xml along the way.
