Translation of php/doc-en#5968, #5965, #5966 and #5963: ValueError for an empty string in DOMDocument::loadXML(), updated gmp_random_seed() example, ValueError for length < 1 in openssl_random_pseudo_bytes(), and the auto_release warning of sem_get(). EN-Revision updated.
Fixed a few outdated statements in sem-get.xml (return value, auto_release wording) and a missing sentence in openssl-random-pseudo-bytes.xml along the way.
