Prepare the 1.4.0 release notes and host migration guidance for the paired engine and code generator. The notes describe the landed collection, numeric-manifest and generated-ABI changes, bind the published release facts, and preserve the historical release sections.

The migration guidance explains the supported flag on every manifest row, omitted computed numeric options, duplicate input titles and null fingerprints, checked-setting refusals, color encoding, and the HPO 0.11.0 numeric-option limitation. Failure classification distinguishes setting_rejected (input), setting_unsupported (unsupported), and strategy_runtime_error (strategy); their shared entrypoint exit code does not determine billing or refund treatment. The retained hash domains do not promise identical generated code, fingerprints or trades across releases.

This request changes four Markdown files only. Product code, tests, VERSION, dependencies, license and release workflows remain unchanged. Notes remain Unreleased; the separate dating request is held for the release notice window.

Validation: documentation history, whitespace, anchors and all 33 release-facts markers pass. The documentation-only gate is recorded for head 9ed00c4, tree d32921cccf2a2c59cf54d344dee54b59d8972e33; no sweep is required. Earlier paired emission and failure-sample evidence remains explicitly scoped in the notes. This request does not publish a release or deploy a consumer.

Consolidate the Unreleased entries from 2d157ec, 4c3eb7f, 6db794f,
1e6eb83 and bfc4ddc; record CI/reference requests d6388d5 and 98df3bf.
Replace the request-local Generated C++/manifest identity wording from
6db794f with release-scoped compatibility and inherited limitations.
Update current-release prose from cb5eb94 and b654c2a to the planned
1.4.0 pair without changing historical measurements or VERSION.
Render registry grades from the prepared export; supervisor rebinds
landed facts and records the docs gate before publication.

Correct the fc4ede7 sentences about computed numeric options, signed
plain-input getters and fixture-parity counts; clarify the single-backslash
NUL escape that the actual fc4ede7 blob already spells correctly.
Replace "one override sets all of them" as the normal paired-harness
contract with checked duplicate-key refusal and whole-fingerprint null.
Supersede b0ed496's shared-key sentence and expand 6db794f's instruction
to hide unsupported inputs with explicit checked-path refusal guidance.
Expand fc4ede7 migration guidance for supported=false, checked settings,
color encoding and retained fingerprint epochs; distinguish the three
newly refused requests from already-failing invalid capital settings.
Document the HPO 0.11.0 float-option issue and conditional upgrade path.
Keep the main notes Unreleased; dating is a separate unapplied packet.

Supersede c203463's overbroad setting-refusal class statements with the
b3192bfc catalog mapping for setting_rejected, setting_unsupported and
strategy_runtime_error. Keep the exit-4 billing/refund limitation.
Correct c203463's HPO workaround to follow each manifest option's actual
number type, including integer and mixed options on float inputs.
Use public examples instead of retained-request wording and bind the
README migration link to the 1.4.0 section. Keep notes Unreleased;
refresh dating separately without applying it to this branch.
