Render public repository descriptions from canonical facts and a versioned policy, emit reviewable command text, and detect live drift through read-only GitHub API calls. The main/manual workflow preserves exact proposals and live deltas without changing repository settings.
The renderer distinguishes historical inventory from graded probes, preserves the held repository, refuses unsupported all-graded claims before output, and compares repository identities case-insensitively. Canonical facts, schema, license/source pins and existing release workflows remain unchanged.
Validation: 19 CLI acceptance tests, 66 release tests and 31 fingerprint checks passed on Linux ARM64. Current canonical JSON and command proposals match the original approved output byte-for-byte. The latest saved live audit reports corpus-only drift; settings are not changed to conceal it.
This PR supplies the renderer and read-only checker foundation. Automatic application and consumer propagation are separate work.
