…a bounded block A lane that hands back saying it is waiting on its background tests used to get only a systemMessage, so it could end with its work unverified. handback_cap.py now blocks that stop (exit 2) in every mode but off, and the reason tells the lane to wait in this turn or hand back status=UNVERIFIED naming what is pending. The block is bounded: none without an agent_id, none while stop_hook_active is true, none when the first status line reads UNVERIFIED (a later UNVERIFIED line does not exempt a VERIFIED handback), and at most MAX_BLOCKS (3) per agent id. The background_guard policy text, the lane preamble and test_bg_wait_claim.py now say so.
