add plugin ci modeled on agy-pstack - #3

ci.yml, structural checks + script tests,Validate pluginis green. - harness: fail. the pr drops the install/list step and shows no
devin plugins install+devin plugins listrun anywhere. a ci that never installs the plugin through devin is the gap the agy job closes withagy plugin install/agy plugin list. either wire an authenticated devin step (token from an actions secret, skipped with a visible notice on forks) or show a real install/list run in the pr so the static checks are backed by one live pass. - linkage: n/a, no open issue.

this is the dropped harness step. agy-pstack runs agy plugin install + agy plugin list and diffs loaded skills/agents; here nothing proves devin loads the plugin. add a devin plugins install --local -y . + devin plugins list step gated on a DEVIN_API_TOKEN-style secret, or show the live run in the pr before this merges.

.devin-plugin/plugin.json, skill and automation frontmatter, agent name and description, principle and playbook index, shell syntax, bun typecheck, and script tests. skillnameis folded to lowercase with spaces as hyphens before the directory compare, because devin treatsnameas a display name (Poteto Mode→poteto-mode).dropped:
