Closes #11

Seat pinning stays as step 6. Step 8 is upstream's app-verification offer again (/create-verification-skill), ahead of the formal-verification offer. The invented pstack-verify seat-diff skill is gone.

large matches the skill defaults again, and the budget examples are restated in seat terms: unlimited sets the judgment seat to max and the code seat stays at xhigh; large keeps both; small sets both to medium.

docs/guide/01-setup.md drops the added "to high and medium" clause. The guide's existing /create-verification-skill paragraph matches the restored offer.

• 01-setup.md L24 drops the added clause per #11.
• proof: ci Validate plugin green at cc0d583 (droid marketplace add pinned to the branch + plugin install + list + cached skills check). text-only skill change, accepted as harness proof.
• Closes #11, not draft.
