Reject or implement buffersize on Python versions before 3.14.

If a caller sets buffersize on Python 3.13, this branch falls through to super().map() without that value. Python 3.13 then collects the iterables eagerly. A caller that expects bounded submission can queue every task or remain blocked on an unbounded iterable. Implement buffering on those versions, or reject a non-None value before the fallback call. Review comment at @src/executorlib/task_scheduler/base.py at line 219:
Update the map handling around the Python version check so a non-None buffersize
is rejected on Python versions before 3.14 before falling back to super().map();
do not silently drop the requested bound.
