State that this is an exception to the no-base-tag rule and preserve the
existing prebuilt-wheel behavior.

Add an optional `build_number` mapping keyed by public version. Explicit numbers replace combined variant and package changelog counts while keeping changelogs and `build_tag_hook` suffixes. Reject local-version keys and use the public version when looking up a requested local version. Require exact tags for configured versions in bootstrap and build cache checks, including numeric zero. Preserve legacy behavior for unconfigured versions and retain pre-built wheel tags. Keep exact dependency installation as a proof of concept pending the scope discussion in python-wheel-build#1392. Any loaded non-prebuilt counter activates local-only installation, including unused versions. Log this policy, reuse filtered views per worker, reinstall dependencies, and check installed WHEEL metadata before compilation. All required dependency wheels must be available locally. Describe per-version numeric tags, explicit zero, and exact cache matching. Present three dependency-installation options: local-only enforcement, existing installation behavior, and exact selection through remote sources. Leave installation scope, activation, variant overrides, and hook inputs open for upstream discussion. Co-authored-by: Codex <noreply@openai.com> Signed-off-by: Mike DePaulo <mikedep333@redhat.com>

Scope exact build-tag matching to non-pre-built wheels.
PackageBuildInfo.build_tag() returns no tag for pre-built wheels, and the current cache checks preserve that behavior. The proposal's unqualified rule for explicitly configured versions could override this contract in a future implementation. State the exception explicitly.

Propose an optional per-version
build_numbersetting for callers that maintain rebuild counters independently of Fromager changelogs. Define explicit-zero behavior, suffix-hook composition, and exact cache matching.Move the design discussion from #1390 into a repository proposal, as requested in #1391. Present three scope options:
Discuss the workflow and performance trade-offs, variant-specific counters, enforcement activation, and installation-time hook inputs. These decisions remain open for upstream discussion.
This PR contains the proposal only. #1391 remains a working proof of concept while the scope is discussed and will need to follow the agreed design.
