Superseded by #23241, part 2/15 of the ghstack replacement series. The current integration PR is #23254. This PR is closed in favor of the replacement; its previous description and review history are retained.


VkGraphBuilder deduplicated scalar constants in a dict keyed on the Python value, so 1.0, 1 and True (and 0.0, -0.0 and 0) collapsed onto whichever entry was created first and were serialized with the wrong type or sign. Keying on (type, repr) keeps distinct scalars separate while still sharing identical ones. test_vulkan_graph_builder.py is also added to Buck and the Vulkan pull job, where it was not running.

Part 2/15 of the Vulkan transformer and operator-conformance stack. Depends on #23201; review against the selected base branch. Integration PR: #23162.

Validation: Graph-builder tests: 3 passed, including distinct int/float/bool cache entries and signed-zero preservation. Lintrunner and git diff --check pass.
