fix: reposition scroll-to-top/bottom arrows to prevent overlap with reading time indicator (#2149)

Fixes #2149 — on blog post pages, the floating "up/down" scroll arrows and the reading-time indicator badge both sit fixed to the bottom-right corner, causing the badge to render on top of (and hide) the down arrow.
