The first live catalog PR was opened successfully by the Publisher App, but verification escalated because GitHub's combined commit-status response omits the status creator. The verifier now reads the chronological status list, checks the latest bot-moderation status and its Moderator App author, and rejects missing or untrusted authors.
The implementation-validation workflow also claimed every unpublished bot update for its PR author. A generic validation mode now runs all bot checks without ownership attribution; submission moderation retains the ownership check, and catalog generation cannot use the generic mode. This lets implementation fixes pass while catalog publication is pending.
GOVERNANCE.md records the Publisher App ID, permissions, secrets, and live evidence. After merge, rerun catalog publication for merged test submission #22. Failed catalog PR #23 was closed because it has an old base; the replacement should verify and merge automatically.
Validation: 47 Python tests passed (2 platform skips); git diff --check passed. Live evidence: bot PR #22 auto-merged and catalog PR #23 was opened by the Publisher App.
