Purpose

Give human Rumble moderation to the existing robocode-dev/rumble-moderators team so qualified volunteers can share reviews, disputes, and recovery work.

Changes

• Route escalations and protected-file ownership to the team.
• Check active team membership before /moderation approve <reason> can clear a pending status for the current PR head. A failed lookup cannot approve, and a human-cleared status never merges automatically.
• Add a public volunteer issue form and document review skills, conflicts of interest, and onboarding.
• Link Git for Windows and the permitted bot licenses in the contributor guides.

Verification

• python -m unittest discover -s tests -p test_moderation.py — 19 passed.
• git diff --check — clean.
• On 2026-10-22, GitHub's organization-installations API reported members: read for Moderator App installation 173538338, and the team-repository listing reported Write access to rumble-bots.
• The team's current maintainer returned active from GitHub's membership endpoint under the maintainer's token. The installation-token lookup remains unexercised until the trusted workflow contains this PR's code.

Before merging

• Keep the required bot-moderation status, review and branch rules in place.
• Merge by a human reviewer; this PR changes moderation policy and workflow code. After merge, exercise the team-authorized command on a pending escalation using the App installation token.
