Run the validation suite every Monday at 02:17 UTC and add an input to include the dev3/latest build on manual dispatch. Scheduled runs, or manual runs with the box checked, append this build to the tested versions. Regular pushes and PRs are unaffected.

Run the CI once a week on Monday at 02:17 UTC with LCG releases 108, 109, 110 and dev3/latest.
Include the dev3/latest build as an input on manual trigger.
