Before. mix.exs requires rustler_precompiled ~> 0.9.0, so mix hex.outdated cannot move it to 0.10.0. 0.9.0 writes the new NIF file over the old one in place.

Problem. Writing over a loaded NIF file can crash a process that has the NIF loaded. rustler_precompiled 0.10.0 removes the old file again before it extracts the new one.

CHANGELOG.md names the new requirement under [Unreleased], because Hex users of the next release get it.

Technical detail

• 0.10.0 drops only Elixir 1.15 and Rustler before 0.28. We require Elixir ~> 1.19 and Rustler ~> 0.38.0. RustlerPrecompiled.target/0, which native.ex calls, keeps its shape.
• The precompiled NIF libwhisper_cpp_native-v0.5.0-nif-2.17-x86_64-unknown-linux-gnu.so loads through 0.10.0.
• task check passes: 62 tests (24 excluded), Rust 33 tests, zizmor with no findings. mix hex.audit: no advisories.
