Update rbs-inline and RBS - #824

Update RBS and Steep to versions compatible with rbs-inline 0.14.0. Use void for the profiling wrappers because RBS 4 no longer allows void in union types and callers do not use their return values.
Refresh the RBS collection lock so Racc's ParseError signature is loaded, and remove UnknownConstant ignores that are redundant with the updated signatures.
