Low-Overhead Branch cache requires a bit to be set.

We should have an API to set the bit, and a feature to set the bit automatically on start-up.

    This probably depends on rust-lang/rust#162519 being merged so you have a unique target string for the Armv8.1-M architecture to gate the feature on.
