branches: ['*'] never matched slash-containing branch names (GitHub Actions globs treat '*' as no-slashes), so only merges to main ever triggered a run in practice. Make that explicit, and add a pull_request trigger scoped to main so contributor PRs -- including from forks -- get a status check without needing branch-name workarounds or elevated fork permissions. The builddocs container has no curl binary, so the html job's release-tarball path (3006, 3008) failed immediately with "curl: command not found". python3 is already present and used elsewhere in the same container (pip/venv steps), so use its stdlib instead.
