P1 Local transfers fail to start

Lowering uvicorn to >=0.29 allows versions without ssl_context_factory, which the local grant server always passes to uvicorn.Config. If an installation retains an older allowed version, issuing a local transfer grant raises TypeError before the server starts.

Restore uvicorn>=0.47. The newer version in uv.lock does not protect users installing the published package.
