What is the proposed change?
It would be a very good option to be able to run cron with local time schedule as it's possible for Job serverless

Who does this proposal help, and why?
It would make serverless functions more useful when the need is to run a task at a certain time depending of the local time
Example
I need to run a serverless function at 11 am Europe/Paris but in summer it's UTC + 2 and in winter UTC + 1, so I have to change my cron scheduler when the time change.
