Summary

The release workflow expects Scylla version tags when publishing to PyPI, but does not trigger on tag pushes or create GitHub releases. Generated release notes also have no shared support-only PR exclusion policy.

Trigger the existing build/test/PyPI flow on X.Y.Z-scylla tags and create a GitHub release only after successful publication. Manual publication gains the same release step for release-tag refs. Pin wheel and source builds to one commit, verify the release tag still resolves to that published commit, preserve existing published releases on reruns, and reject unpublished releases. For uploads that can create a GitHub release, fail if any distribution file already exists on PyPI. New GitHub notes require a successful upload. Partial or complete prior uploads can stop even same-source retries and require manual recovery; unrelated branch uploads retain duplicate tolerance. This change adds neither durable provenance verification nor an atomic PyPI/GitHub transaction.

Use stock actions/labeler with a conservative Python-driver filename rule to manage omit-from-release-notes. All reported changed filenames must match one union of documentation, tests, explicitly support-only CI configuration and selected development-only files. Production code, runtime dependency manifests, build/package inputs, unknown files and mixed PRs remain visible. In .github/, workflows and scripts that select, build or publish shipped artifacts remain visible; unknown paths also remain visible. sync-labels: true removes the omission label when rules stop matching. Labeling runs on PR updates and close/merge events, with manual PR-number dispatch for merged-PR backfilling. The workflow requires no PR checkout. Keep actions/labeler for ordinary matching and add trusted checks for production-origin renames and incomplete or changing file listings where needed. Attempt to remove an unverified omission label after failed or skipped classification. These safeguards do not guarantee cleanup during API outages or atomic classification.

This affects release automation and notes; driver APIs, wire protocol and runtime compatibility remain unchanged. Maintainer documentation covers the label policy and pre-release backfilling.

Exclude add/remove events for the exact omit-from-release-notes label from this repository's Jira caller while preserving other Jira events. This label controls GitHub release-note presentation. Shared Jira automation and existing Jira copies stay outside this change; other sync paths may restore copied metadata.

Before a release tag push or manual publication, maintainers must run the classification workflow for relevant merged PRs and verify their final omission labels against the changed file lists. Publication remains asynchronous and preserves existing published notes. Automated release-time classification synchronization is excluded from this PR, including later review cycles and resumes. Missing manual verification can leave omissions or unwanted support entries in published notes.

Common requirement

All non-Rust, non-matrix repositories in repo_list must create GitHub releases automatically as part of their release process and support the shared omit-from-release-notes PR label.

Use actions/labeler with repository-specific filename rules to apply that label only when all reported changed filenames match documentation, tests/test fixtures, CI/CD, or development-only housekeeping. Mixed PRs with nonmatching files must remain visible. Runtime sources, runtime dependency manifests, and packaging/build inputs must not qualify merely because of the PR author, title, or a broad chore or dependencies label.

Set sync-labels: true to remove the exclusion label when filename rules stop matching. Run labeling on PR updates and merge events, and provide manual dispatch with a PR number for previously merged PRs. Generated release notes must exclude PRs carrying omit-from-release-notes.

Pre-review checklist

  • I have split my patch into logically separate commits.
  • All commit messages clearly explain what they change and why.
  • I added relevant tests for new features and bug fixes.
  • All commits compile, pass static checks and pass test.
  • PR description sums up the changes and reasons why they should be introduced.
  • I have provided docstrings for the public items that I want to introduce.
  • I have adjusted the documentation in ./docs/source/.
  • I added appropriate Fixes: annotations to PR description.

Maintainer documentation is in CONTRIBUTING.rst. No driver public API or live-cluster integration scenario changes.

Decisions

  • Choice: Keep release publication asynchronous and preserve already published release notes. Before a release, maintainers manually verify the release-note classification and labels for the relevant merged PRs. Automated release-time classification synchronization is excluded from this PR, including later review cycles and resumes. Missing the manual check can leave omissions or unwanted support entries in published notes; no follow-up synchronization is scheduled.
  • Choice: Keep actions/labeler for release-note classification. Check renamed files' previous paths and incomplete or changing file listings where needed. Attempt to remove an unverified omission label after failed or skipped classification to keep confirmed production changes visible. These safeguards do not guarantee cleanup during API outages or atomic classification.
  • Choice: Only explicitly support-only .github paths qualify for release-note omission. Workflows and scripts that select, build, or publish shipped artifacts remain visible; unknown .github paths remain visible. This preserves the PR's conservative packaging and build-input exclusion. Source: ci: create GitHub releases with filtered release notes #1149 (comment)
  • Choice: Skip repository-local Jira synchronization for labeled and unlabeled events for the exact omit-from-release-notes label. Preserve all other Jira events. This label controls GitHub release-note presentation. Do not change shared automation or clean existing Jira copies; other sync paths may restore copied metadata.
  • Choice: Set build-push.yml default token permissions to contents: read. Grant contents: write only to the github-release job. Source: ci: create GitHub releases with filtered release notes #1149 (comment)
  • Choice: After a release-by-tag lookup returns 404, check separately for a matching draft and reject it before creating a release. Source: ci: create GitHub releases with filtered release notes #1149 (comment)
  • Choice: CONTRIBUTING.rst lists .gitignore and .gitattributes explicitly and points to .github/labeler.yml for the exact release-note omission allowlist. Source: ci: create GitHub releases with filtered release notes #1149 (comment)
  • Choice: Keep driver API documentation unchanged. GitHub and create_release are internal release-workflow helpers; importing create_release in regression tests does not introduce a supported driver API. Source: ci: create GitHub releases with filtered release notes #1149 (comment)
  • Choice: For uploads that can create a GitHub release, fail when a distribution file already exists on PyPI. Create new GitHub notes only after the upload succeeds. Partial or complete prior uploads can stop even same-source retries and require manual recovery. Preserve duplicate tolerance for unrelated branch uploads. This PR does not add durable provenance verification or an atomic PyPI/GitHub transaction.

Walkthrough

The changes add pull-request classification for release-note omission and automate GitHub release creation for release tags. Build workflows resolve one source commit and pass its SHA to release creation. The release script validates tags and source commits, checks existing releases, and requests generated release notes. Tests and contributor documentation cover these processes.

📘 Rule violations (1)

🟠 Medium

1. Release helpers lack public API docs 📘 Rule violation
Description
GitHub, support_path, support_only, classify, and create_release are exported without
underscore prefixes or public API documentation. They are introduced as callable module-level
interfaces and imported by the regression tests, so later callers can rely on names whose intended
stability and usage are undocumented.
Code

.github/scripts/release_notes.py[R38-44]

+def support_path(path):
+ return isinstance(path, str) and (
+ path in SUPPORT_FILES or path.startswith(('docs/', 'tests/', '.github/'))
+ )
+
+
+def support_only(files, changed_files):
Agent prompt
The issue below was found during a code review. Follow the provided context and guidance below and implement a solution

## Issue description
The release automation module introduces non-underscore classes and helper functions without documenting them as public API, although the regression tests import several of them directly.

## Fix Focus Areas
- .github/scripts/release_notes.py[18-35]
- .github/scripts/release_notes.py[38-54]
- .github/scripts/release_notes.py[114-137]
- .github/scripts/test_release_notes.py[8-8]

## Recommended Fix
Either rename implementation-only helpers and the `GitHub` class with underscore prefixes and update internal callers and tests, or add docstrings and reference the supported public interfaces in the appropriate API documentation.

Resolved findings
1. Packaging changes disappear from notes ✓ Resolved
Description
support_path() treats every .github/ file as support-only, including the workflow that selects
source commits and builds published wheels and source distributions. A PR changing that workflow can
receive omit-from-release-notes, causing generated notes to exclude a change that affects shipped
artifacts.
Code

.github/scripts/release_notes.py[40]

+ path in SUPPORT_FILES or path.startswith(('docs/', 'tests/', '.github/'))
Agent prompt
The issue below was found during a code review. Follow the provided context and guidance below and implement a solution

## Issue description
The `.github/` allowlist includes workflows that control published artifact contents, so packaging-affecting PRs can be omitted from release notes.
## Fix Focus Areas
- .github/scripts/release_notes.py[38-41]
- .github/scripts/test_release_notes.py[12-22]
## Recommended Fix
Narrow the `.github/` rule to support-only paths, explicitly excluding artifact-build and publication workflows. Add a regression test showing that a change to the reusable build workflow does not qualify for omission.

2. A completed upload can leave no job to retry ✓ Resolved
Description
The recovery instructions say to retry the failed GitHub-release job after confirming a complete
upload, but that job is skipped when publish fails. If PyPI receives every file before the upload
action reports failure, there is no failed release job in the original run to retry, while rerunning
the upload encounters the duplicate-file restriction.
Code

MAINTENANCE.md[14]

+* Before recovering a failed release, inspect the original run's pinned source SHA, upload logs and artifact inventory. Confirm that every intended file reached PyPI and the tag still identifies that source. For a confirmed complete upload, retry only the failed GitHub-release job in that original run; do not rebuild or rerun the upload.
Agent prompt
The issue below was found during a code review. Follow the provided context and guidance below and implement a solution

## Issue description
The documented job-only retry works when publication succeeds and GitHub release creation fails, but not when publication fails after all files reach PyPI: the dependent release job is skipped.

## Fix Focus Areas
- MAINTENANCE.md[13-15]
- CONTRIBUTING.rst[190-197]

## Recommended Fix
Limit the original-run GitHub-release-job retry instruction to cases where `publish` succeeded and the release job failed. For a failed upload, even if all files appear present, direct maintainers to separately verified recovery rather than a retry of a skipped job.

3. Branch builds fail after PyPI upload ✓ Resolved
Description
The new github-release job runs after any successful publish job, but publish also accepts
branch refs whose names end in scylla. When a push to a branch such as branch-feature-scylla
publishes successfully, the release job passes that branch name to create_release(), which rejects
it because it is not a version tag.
Code

.github/workflows/build-push.yml[R55-57]

+ github-release:
+ name: Create GitHub release after PyPI publication
+ needs: [publish, build-and-publish]
Agent prompt
The issue below was found during a code review. Follow the provided context and guidance below and implement a solution

## Issue description
A branch whose name ends in `scylla` can satisfy the existing PyPI publication condition, but the new release job then fails because the branch name is not a release tag.

## Fix Focus Areas
- .github/workflows/build-push.yml[55-63]

## Recommended Fix
Gate the GitHub release job on a tag ref as well as successful publication, so branch publications do not invoke release creation. Keep the exact tag-format validation before the build.

4. Runtime removals vanish from release notes ✓ Resolved
Description
The all-globs-to-all-files rule checks a renamed file’s reported destination but has no check for
its previous path, which the removed classifier required. Renaming a runtime file such as
cassandra/pool.py into docs/ can therefore apply the omission label even though the PR removes
production code, and generated release notes exclude PRs with that label.
Code

.github/labeler.yml[4]

+ - '{docs/**,tests/**,.github/**,README.rst,CONTRIBUTING.rst,.gitignore,.gitattributes,scripts/coverage.sh,scripts/check_numpy_imports.py}'
Agent prompt
The issue below was found during a code review. Follow the provided context and guidance below and implement a solution

## Issue description
A rename from a runtime path into a support-only path can receive the omission label because the new filename rule checks only the destination.
## Fix Focus Areas
- .github/labeler.yml[1-4]
- .github/workflows/label-release-notes.yml[27-31]
## Recommended Fix
Keep the stock labeler for filename matching, but add a post-labeling guard that checks `previous_filename` for renamed files and removes the omission label when any source path is outside the support-only allowlist. Cover a runtime-to-docs rename with a regression check.

ⓘ Copy this prompt and use it to remediate the issue with your preferred AI generation tools

5. Expected label checks change with code ⊘ Outdated
Description
test_release_notes.py imports LABEL from the implementation and reuses it in assertions for
label creation, removal, and lookup. When the implementation constant changes, these tests adopt the
new value instead of detecting a changed label contract across the classifier tests.
Code

.github/scripts/test_release_notes.py[8]

+from release_notes import LABEL, classify, create_release, support_only
Agent prompt
The issue below was found during a code review. Follow the provided context and guidance below and implement a solution

## Issue description
The release-note contract tests import `LABEL` from the implementation, so changing the implementation constant also changes the expected test values and can hide a contract regression.

## Fix Focus Areas
- .github/scripts/test_release_notes.py[8-8]
- .github/scripts/test_release_notes.py[63-68]
- .github/scripts/test_release_notes.py[70-112]

## Recommended Fix
Remove `LABEL` from the implementation import and replace its uses in expected API paths, payloads, and label lists with the literal `omit-from-release-notes`.

ⓘ Copy this prompt and use it to remediate the issue with your preferred AI generation tools

6. Retargeted changes vanish from notes ✓ Resolved
Description
pull_request_target omits the edited event, so changing a PR’s base branch does not invoke
classify(). If retargeting changes its file diff from support-only to mixed, the old omission
label remains until another subscribed event or manual run, and generated notes exclude the PR.
Code

.github/workflows/label-release-notes.yml[5]

+ types: [opened, synchronize, reopened, closed]
Agent prompt
The issue below was found during a code review. Follow the provided context and guidance below and implement a solution

## Issue description
Retargeting a pull request can change its file diff without triggering the release-note classifier, leaving a stale omission label.
## Fix Focus Areas
- .github/workflows/label-release-notes.yml[4-5]
## Recommended Fix
Subscribe to the pull request `edited` event so base-branch changes re-run classification. The existing classifier can then compare the current file list and remove a stale label.

Release helpers lack public API docs

support_path, support_only, and classify have been removed. GitHub and create_release are internal release-workflow implementation in .github/scripts/release_notes.py; the regression test imports create_release to test that tooling. No supported driver API is introduced, so the driver API documentation is unchanged.

@dkropachev

Create GitHub releases after successful PyPI publication of Scylla version
tags, including manual publication. Pin wheel and source builds to one
commit and verify the release tag still resolves to that published source.

Preserve existing published notes on reruns and reject matching drafts or
unpublished releases, including drafts found through paginated discovery.
Limit build-token access and cover release API behavior with offline tests.
Use pinned actions/labeler with one canonical support-only filename union
and synchronized labels on PR updates, merge events and manual backfills.
Keep runtime, build/package inputs, unknown paths and mixed changes visible.

Check rename origins and complete, stable file evidence around labeling.
Verify the actual label and attempt omission-label cleanup after failed or
skipped classification without changing unrelated labels. Cover policy,
revision, listing, label and cleanup behavior with offline regression tests.

Document the required manual pre-release verification. Publication remains
asynchronous and preserves existing notes; API outages or cancellation can
prevent cleanup, and classification is not atomic.
The omission label controls GitHub release-note presentation. Exclude add
and remove events for this exact label from the repository-local Jira
caller while preserving every other event.

Document that shared Jira automation and existing copies remain outside
this change and other synchronization paths may restore copied metadata.
Existing PyPI publication also accepts branch names ending in scylla.
Keep those branch uploads from invoking a release helper that requires a
version tag, while retaining successful publication as a prerequisite.
Reject manual classification from another branch or a tag before loading
helper code, matching the documented dispatch procedure. Keep PR target
events and dependency-independent cleanup unchanged.

Exercise the actual shell precondition for supported and rejected refs.
A dispatch branch ending in -scylla can upload successfully with no
explicit target tag. Skip the new release step for that branch fallback
while retaining explicit target tags and successful-upload dependencies.
GitHub preserves label-name casing while treating lookup identity without
case sensitivity. Compare the complete marker name accordingly so runtime
changes cannot pass verification with a differently capitalized exclusion.

Reject malformed metadata and cover support acceptance, runtime cleanup,
and preservation of distinct labels using the existing workflow adapter.
A fresh publication can rebuild a moved version tag while skip-existing
retains PyPI files from an earlier source. The new release would then
associate notes with code absent from those distributions.

Fail on duplicates for uploads that can create a GitHub release, retaining
tolerance for unrelated branch uploads. Document the accepted restriction
on partial and complete upload retries and recovery from the original run.
Cover both callers' release selection and upload dependency in the
existing automation tests.
A complete PyPI file inventory does not mean the publication job
succeeded. A failed upload can leave the dependent GitHub release job
skipped, so there is no failed release job to retry in that run.

Require successful publication and a failed release job for job-only
retries. Direct failed or cancelled uploads to separately verified
recovery even when all files appear present.

The maintenance guide creates 3.26.9-scylla but then pushes a different,
v-prefixed tag. Push the tag from the preceding example so the documented
atomic operation matches the supported release format.
A manual backfill can name an ordinary issue. When the PR lookup fails,
the always-run finalizer previously removed its omission label anyway.

Confirm the exact PR before checkout and retain that number for the
finalizer. Reject unconfirmed targets before any cleanup write while
keeping confirmed-PR cleanup independent of later setup or read failures.
Exercise the actual workflow scripts and confirmation handoff, including
ordinary issues, mismatched identity and unavailable dependencies.
Suffix matching can select a malformed manual ref for publication, then
fail only after its files reach PyPI because the release helper requires
an exact version tag.

Validate selected release uploads before artifact builds using the same
tag form as the automatic caller. Preserve unrelated branch uploads,
explicit non-release targets and no-upload builds. Exercise the actual
validation script, target handoff and prerequisite in the existing tests.
Match the underline to the 33-character section title so ReST does not
report a short title underline.
