Entra ID doesn't support automatic provisioning on apps created through App Registrations, so customers following the SSO doc then the SCIM doc hit a disabled "Get started" button.
Add a section to create a separate non-gallery enterprise application for SCIM, and a matching troubleshooting entry (Cloud, Enterprise, and versioned 26.1 docs).
