renames the variables cap, old_cap and double_cap to capacity, old_capacity and double_capacity, as part of #639

• RawSmallVec::INLINE_CAP, which is public under the internals feature
• the bench/fuzz constants INLINE_CAP, MAX_CAP, CAP and the fuzz function test_with_inline_cap

if wanted they can rename too

no need to rename those, the one on rawsmallvec is going to be removed with its simplification, and the bencher and fuzzer need a proper refactor on their own
