CRE: Finalized Read Notes

This pull request updates documentation and changelogs to reflect the deprecation of the T-REX Testnet for CRE and clarifies that "safe" and "finalized" read confidence levels are not reliably supported on several networks. It adds cautionary notes and marks affected networks and testnets accordingly in relevant tables and guides.

Deprecation and network support updates:

• Added a deprecation notice for CRE support on T-REX Testnet in the changelog, instructing users to remove it from workflows and use supported networks instead (public/changelog.json).

Finality and confidence level clarifications:

• Added caution/aside notes in conceptual and workflow guides to warn that "safe" and "finalized" reads are not reliably supported on Polygon, Mantle, Scroll (mainnets), and Polygon Amoy, Linea Sepolia (testnets), with support planned.
