Skip the ordinary
cargo teststep inpublish.ymlfor pull request events. The repository'stest.ymlworkflow already runs the pull request tests, so this removes duplicate test execution while retaining the publish workflow's test run on pushes before release publication.publish.ymlcontinues to validate release candidates and run formatting and Clippy on pull requests. Its publish job still depends on the successful push check and a versioned release change.
