Adopt Rust's acronym casing in shared Socketry conventions and release
socketry-project0.3.9.Treat acronyms and initialisms as single words in
UpperCamelCase, usingHtmlRenderer,HttpClient,UrlParser, andFileIo. Link the Rust API Guidelines, retain lowercasesnake_casefilenames, and preserve spellings required by external APIs. This replaces the previous rule that kept initialisms uppercase.
