Raises backend/webhooks from 86.9 to 100.0: each rule now carries one instruction.

Section Change
Lead-in Two paragraphs (opt-in note, inherited messaging rules) → one sentence
Intake One 27-word rule → URL per provider; scope failures, signatures and metrics to it
Verify at the edge Two compound rules → three: verify first, verify exact bytes, untrusted until verified
Respond fast Shortened
Survive retries 2xx-on-skip and 5xx-for-redelivery split; retry amplification stated as an expectation

Checks

  • Smoke 35/35; conformance 12 passed, 0 failed, 1 not applicable; readings read
  • Fork sync, redundancy audit, score ratchet, markdownlint, pre-commit hooks

No CHANGELOG entry: the rules are unchanged in meaning.

Long rules with trailing reasons split into short ones; the two lead-in
paragraphs become one sentence. Every rule keeps its strength.
