the stale row beside the new one; resolve it per path
- Two agents reviewing the same template agreed on its value and differed
only on where it lives; the second view kept `embedded-checks` opt-in

## 2026-10-23 — Agent reviews and restoring what the rewrites cut

**Tool:** Claude Code (Opus 5.5)

**Key changes:**
- The fifteen score rewrites merged (#2107 to #2121) and the score floor
of 95 closed #2106 (#2122)
- Two agent reviews of all 39 templates filed epic #2124; confirmed
defects fixed: wrong or outdated rules (#2136), conflicts inside one
template (#2137) and across two (#2138), and a second review's set,
including the PII log exception and the TTL as the staleness bound
(#2140)
- AGENTS.md: shorten a rule by splitting it, never by dropping its
condition or main exception (#2141)
- A per-rule audit of the score rewrites restored five conditions (#2144);
one subagent per core rewrite under #2024 found 56 more, restored with
twelve general rules that had moved to the playbook (#2145)

**Pull requests merged:** #2107 to #2123, #2136 to #2138, #2140,
plus #2141, #2144 and #2145.

**Issues closed:** #2106, #2125, #2126, #2127, #2139, #2142, #2143.

**Issues created:** #2124 to #2135, #2139, #2142, #2143, #2146.

**Gaps flagged:**
- The line-width conformance check timed out on its `npx` download in CI
and passed on rerun; the Release gates run it on the tag (#2146)
- The playbook, "Review a template", does not yet name the per-rule audit
of a rewrite's diff
- #2077 stays open: the reviews read every template, not each root's chain

**Lessons:**
- A length-based score cannot see a dropped "when", "prefer" or
"probably", and here a plain imperative reads as MUST, so a shorter rule
can pass every gate while saying something stronger or wider
- A rule "moved to the playbook" leaves consuming projects, which never
receive the playbook
- Every outside finding pasted this session held when checked against the
tree; two of them corrected claims this session had made
