Since v3.24.0, https://github.com/spdx/license-list-data has a "patch-level" in the version (version before was "v3.23"). To parse that, allow an optional patch level in version. (and update tests) Fixes: spdx#820 Signed-off-by: Yoann Congal <yoann.congal@smile.fr>
