The second 1.0.17 publish (log) still got E404.

  • setup-node with registry-url writes an .npmrc whose token is the placeholder XXXXX-XXXXX-XXXXX-XXXXX, and npm sent that instead of using trusted publishing. Dropping registry-url stops that; npmjs.org is npm's default registry anyway.
  • npm's docs require Node 22.14+ for trusted publishing; the job ran Node 20. It now uses Node 22 (and setup-node@v4).

Merging publishes 1.0.17.

setup-node's registry-url writes an .npmrc with a placeholder token that
npm sent instead of using trusted publishing (E404 on 1.0.17), and
trusted publishing needs Node 22.14+.
