libtailscale: bump tailscale to v1.104.1 - #64

Bump tailscale.com from v1.95.0-pre.0.20260227223041-0fb207c3d045 to v1.104.1, with the transitive dependency refresh. tailcfg.DERPMap.Regions is now keyed by DERPRegionID instead of int; update tstestcontrol's DERP map literal for the new key type. The go directive moves from 1.25.7 to 1.27.1, as required by tailscale v1.104.1. Updates #cleanup
