P2 Badge Update the Copilot setup SDK pin

In a fresh Copilot agent environment following .github/copilot-instructions.md:9-12, setup installs only SDK 10.0.302. Because the requested 10.0.400 SDK is newer and latestMinor does not roll backward to a lower feature band, subsequent dotnet commands from the repository root report that no compatible SDK is installed. Update the setup and troubleshooting pins in that file to 10.0.400 alongside this change.
