P1 Badge Update matching local dependency constraints

When this commit becomes the 0.1.38 release commit, every workspace member reports 0.1.38 while the internal dependency requirements remain at 0.1.25 (and tinybox-drivers at 0.1.32), leaving the release manifests out of sync. Update those workspace dependency versions alongside this bump as required by the repository's release procedure.
