✨ feat(cooled-prek): admit [tool.nab] cutoff exceptions - #28

Conversation
prek installs hooks with uv pip, which takes per-package cutoffs only from a config file, so cooled-prek writes the [tool.nab] packages.*.uploaded-prior-to exceptions to a temporary uv config. A hook dependency pinned to a release newer than seven days now installs under the same exception the release lock uses, instead of failing prepare.

A hook dependency pinned to a release newer than seven days stops a release: pipx's first release through the shared pipeline failed at
prek install-hooksbecausedocstrfmtpinssphinx==9.2.0, published on 2026-10-21 (run). 🔒 Callers already declare temporary cooldown exceptions for the release lock aspackages.<name>.uploaded-prior-toin[tool.nab]; hook environments now honor the same exceptions, so a repository rolls such a pin forward by adding one exception instead of pinning back.cooled-prekkeeps the seven-day cutoff in the environment and keeps ignoring the repository's uv settings. prek installs hooks throughuv pip, which reads per-package cutoffs only from a config file (--exclude-newer-packagehas no environment variable there), so the action writes the[tool.nab]exceptions to a temporary uv config that holds nothing else and pointsUV_CONFIG_FILEat it. Without exceptions, no config file is set, as before.
