CodeQL runs through default setup, which uses ubuntu-latest and prints a notice that the label will migrate to Ubuntu 26.04. 🛡️ This PR replaces default setup with a committed workflow pinned to ubuntu-26.04, so the notice goes away and the runner image stays fixed until someone changes it.

The workflow matches what default setup does today: one job per language (actions and python), the default query suite, build-mode: none, and scans on pushes to main, pull requests, a weekly schedule and manual dispatch. The job gets read access to the code and write access to security events, nothing more.

Rollout

  • Switch off CodeQL default setup in the repository settings right before merging. GitHub does not process advanced-setup results while default setup is enabled, so the upload step on this PR may report that default setup is enabled until the switch.

Default setup runs on ubuntu-latest, which is migrating to Ubuntu 26.04 and
shows a notice on every run. A committed workflow pins ubuntu-26.04 and keeps
the same languages, default query suite and triggers.
