CodeQL default setup runs on ubuntu-latest, and each run shows a notice that the label will migrate to Ubuntu 26. 🛡️ This PR replaces default setup with a committed workflow pinned to ubuntu-26.04, the runner every other workflow here already uses, so the notice goes away and runner changes become reviewable in a PR.

The workflow mirrors the current default-setup configuration: the actions and python languages as a matrix, the default query suite with build-mode: none, and runs on pushes to main, pull requests, a weekly schedule and manual dispatch.

Rollout

Default setup runs on ubuntu-latest, which GitHub announced will migrate to
Ubuntu 26. A committed workflow pins the runner to ubuntu-26.04 like the other
workflows and keeps the same languages, query suite and triggers.
