tweaks when this workflow should run
uses CVMFS action instead of EESSI action
- requires additional matrix var $EESSI_VERSION
- requires initializing EESSI in each step that uses it
fixes issue due to undefined $LICENSE_YAML
adds three easyconfigs to easystack file which lead to license information that is actually missing

Add python script to reformat extension_licenses.yaml file

add conditionals to avoid workflow errors
