refactor(agent): isolate autoreview execution - #759

Conversation
## Summary ### Why? Running autoreview in the parent context mixes review reasoning with the conversation that authored the change and consumes the main session's context. ### What? Turns `SKILL.md` into a strict dispatcher that launches one general-purpose worker and returns its report unchanged. Moves the complete review protocol into `review.md`, which the isolated worker executes without recursively delegating the whole task. ## Test Plan - ✅ `make gazelle` - ✅ `./tool/bazel build //.agents/skills/autoreview:autoreview` - ✅ `./tool/bazel test //.agents/skills/autoreview/scripts:review-scope-test --test_output=errors` - ✅ `git diff --check`
